摘要：目前，在新时代的潮流下，自由贸易试验区的建设是国家在改革开放战略的趋势下提出的一项重大决策。国务院在2013年9月通过了上海提出的建设自由贸易试验区的提议。随着世界经济发展的新趋势，我国各地纷纷积极提出申建自由贸易试验区的特色方案。中央关于全面实施改革创新下的自由贸易试验区的各项措施，并且郑重提出建设自由贸易试验区的发展条件。但对于建设自由贸易试验区对我国和河南省来说仅仅只是一个新概念而已，而对于怎样申请、如何建设、如何定位等许多问题需要解疑。现今，上海、天津、广东和福建四个自由贸易试验区的经济正高效飞速地发展，作为经济改革创新的领路者，很好地为即将申建自由贸易试验区的地区提供了宝贵的经验。河南若想成功的申建自由贸易试验区，其首先应认真仔细的了解自由贸易试验区的自身性质、功能、所适用的政策法规及所开展的对外贸易等相关情况。河南应积极地学习我国已建设成功的四大自由贸易试验区的优良经验，从而找寻自身建设自由贸易试验区所存在不足，进一步地完善经济发展中的各项措施。至此以推动中部地区经济的高效发展打下了深厚地根基。

Functional Positioning China (Zhengzhou) Free Trade Zone Test  And Strategic Measures

Abstract:Currently, the trend in the new era, the construction of the free trade zone of the test is a major decision in the national trend of reform and opening-up strategy proposed. The State Council in September 2013 adopted a proposal put forward by the construction of Shanghai Free Trade test area. With the new trend of world economic development all over the country have been actively proposed program characteristics Shen Jian Free Trade Experimental Zone. Central on the full implementation of the measures in the pilot area of free trade under the reform and innovation, and solemnly proposed Free Trade Area of the development of experimental conditions. But for the building of our country and Henan is just a new concept trial of free trade zone, but rather for how to apply, how to build, how to locate and many other issues that need resolving. Today, economic Shanghai, Tianjin, Guangdong and Fujian four free trade test area are rapid and efficient development, economic reform and innovation as leading the way who is well provided valuable experience for the upcoming Shen Jian Free Trade Area of the test area. To build a successful Henan Shen test free trade zone, it should first carefully to understand the nature of their own free trade zone test, functions, policies and regulations applicable to foreign trade and carried out by other relevant circumstances. Henan good learning experience should be actively building China has successfully test the four free trade zones, free trade in order to find the self-construction test area insufficient, and further improve the economic development of the measures exist. Thus in order to promote the efficient development of the central region's economy has laid a solid foundation ground.
