摘  要：伴随着社会的不断发展和科技的不断进步，电子信息技术在各行各业得到了广泛的应用。当前社会已经进入了一个信息化发展的新时代，信息技术的成果也直接影响着经济的发展，并与人们的日常生活和工作都有着密切的联系。在一个国家的发达水平中起主导因素的还是要属电子信息产业了，它的产业发展水平高新可以使得国家变得更加繁荣昌盛。大家应该都知道，在每个国家都会有很多的企业，然而所有的企业里产品的生产技术都需要专利权来保护，专利权可以体现出技术发展水平，经济的发展状况，还有国家的创新程度。综上所述，专利权价值的评估将会成为其中比较重要的一个研究内容。

资产有着无形资产和有形资产，无形资产在企业中是很常见的，其中专利权就是其中包括的一类。一个专利资产的最大价值化和评估价值的关键点都与是否合理运用专利资产息息相关。在最近的几年里，我国的一些企也也在逐渐加深对无形资产的研究和认识。也就是说，通过把专利资产的价值提升，让它进入一个新的高度，更多的企业将会对专利资产评估进行一个全面和深层次的研究，并且会得到社会很大的重视，各行各业对专利资产价值评估的需求慢慢增多。在经过多种的研究我们分析整理出来影响企业专利资产价值的因素有很多种，我们针对大部分的影响关系，着重于研究四个重要因素，有法律、经济、风险和技术因素。    

本文首先在分析电子信息类行业基本特征的基础上，对专利权的特征和专利价值评估的特征进行全面的论述和分析。站在企业的角度出发分析专利资产问题，首先全面分析四大因素对企业造成的影响，针对这些影响提出改进对策，提高企业专利质量，促进企业的专利运营和经济发展水平得到提升，并且提升企业的价值和发展速度。最后建议政府针对这些问题作出全面的保护措施，在政府的引导与扶持下，电子信息产业才能得到飞速的发展。

Abstract：With the continuous development of society and the continuous progress of science and technology, electronic information technology has been widely used in all walks of life. At present, the world has entered an era of informatization development.Information technology also directly affects the economic development and is closely related to people's daily life and work.The development level of the electronic information industry represents the developed level of a country. Its industrial prosperity can make the country more prosperous.  As we all know, the electronic information products of a company and a company are protected by patent rights. The patents represent the achievements of technological innovation to some extent, reflecting the technological level of the industry and the competitiveness of enterprises.  Therefore, the evaluation of the value of patent rights is one of the crucial links.

As all kinds of intangible asset, the based of effect exercise of patent assets is to maximize patent assets, and its value evaluation is the key.  In recent years, with the gradual deepening of China’s understanding of intangible assets, especially the increasing ability to create, use, protect, and manage patents, the value of patents, especially patent assets, has received unprecedented attention. Look at the valuation of patent assets. Things that seem unfamiliar also gradually enter the vision of more companies, and the demand for value assessment of patent assets is increasing.  Through a large number of studies, we have combed the rules of selecting parameters in the evaluation of the value of patent assets and summarized the four major factors affecting the value of patent assets, namely normol  factors, technic factors, economic factors and others factors.
