摘要:在当今这个世界各国之间紧密联系，世界经济一体化不断深化的背景下，顺应时代的发展，提出了“一带一路”的伟大构想。这一构想为我国在新时期如何面对新的机遇和挑战找到了一个行之有效的对策。而与此同时，我国的高铁技术也快速发展，在又快又好的建立起国内庞大的高速铁路网络后，也开始逐渐实施将中国高铁向世界推广的宏大计划。虽然“一带一路”政策为中国高铁国际化带来了巨大的机遇。但是我们也要注意到高铁“走出去”后将要面对的投资风险，例如：投资国政局动荡带来的政治风险、市场竞争引起的投资风险以及投资国法律和国家政策的变化带来的法律风险，这些都是中国高铁在“走出去”的过程中可能遭遇的困难。

   本文在研究一带一路背景下中国高铁国际化投资风险的过程中，主要以雅万高铁作为研究对象，运用了文献分析法、层次分析法、模糊综合评价法等研究方法。本研究在查阅国内外相关文献的基础上，首先对“一带一路”战略和中国高铁国际化的发展历程和现状进行了介绍，然后在此基础上，对一带一路背景下中国高铁国际化投资的风险进行了详细的分析，并利用层次分析法和模糊综合评价法判断出项目风险的大小。最后，根据分析结果，提出对“一带一路”中中国高铁国际化投资风险管理的几点建议。

Research on the Risk of China’s High-speed Raid internationalization Investment under the Belt and Road inatiative~Take Yahwan High-speed Rail as an example

Abstract: With the close ties between the countries of the world today and the continuous deepening of world economic integration, President Xi Jinping responded to the development of the times and proposed the great concept of the “One Belt and One Road”. This concept has found an effective countermeasure for China in the new era of how to face new opportunities and challenges. At the same time, China's high-speed rail technology has also developed rapidly. After building a huge domestic high-speed rail network quickly and well, it has gradually begun to implement the ambitious plan to promote high-speed rail to the world. Although the "One Belt and One Road" policy has brought great opportunities for the internationalization of China's high-speed rail. However, we must also take note of the investment risks that high-speed trains will face when they go out. For example, political risks brought about by political instability in investment countries, investment risks caused by market competition, and legal risks resulting from changes in laws and national policies of investment countries are all difficulties that may be encountered by Chinese high-speed rails in the process of “going out”.

In the process of studying the risk of international high-speed rail investment in China under the Belt and Road Initiative, this article mainly focuses on the Yawan High-speed Railway as the research object, and uses literature analysis, analytic hierarchy process, and fuzzy comprehensive evaluation methods. Based on the literature review both at home and abroad, this study first introduced the development of the “One Belt and One Road” strategy and the internationalization of China’s high-speed rail, and then on this basis, it invested in the internationalization of China’s high-speed rail in the context of the Belt and Road Initiative. The risk was analyzed in detail, and the level of project risk was judged using analytic hierarchy process and fuzzy comprehensive evaluation method. Finally, based on the analysis results, some suggestions on the risk management of China High Speed Rail International Investment in the “One Belt and One Road” are proposed.
