摘要：自古以来，中国人对于清官这一为官清廉，为民着想的形象的热爱经久不衰，经过艺术加工流传下众多脍炙人口的清官故事，形成了中国人特有的清官情结，其表现为百姓对清官的一种强烈而无意识的敬爱、推崇、信仰、依赖等情感，形成于古代，并对现代社会治理产生影响。在国人清官情结的背后，是普罗大众在绝境中对于公平正义的希冀，是儒家文化潜移默化的熏陶，也是清官身后统治集团的刻意塑造、于其统治大有裨益的榜样作用。随着国内如火如荼进行的反腐运动，大批贪污腐败的官员落马，人们在批判指责那些贪污的官员同时，也不禁会联想起曾经那些两袖清风，一心为国为民的清廉官员们，怀念之余不免对如今的世道发几句感慨。国人的“清官情结”自古已有，时代轮换，埋藏在国人心中的这份情怀却从未变过。而如今的清官情结，是现代规则治理下人民追求正义的催化剂，还是依然是特权集团用来迷惑麻醉群众的毒药，需要我们进一步抽丝剥茧去探讨。

一  何谓清官情结

“绢帕蘑菇与线香，本资民用反为殃。清风两袖朝天去，免得闾阎话短长。”-明.于谦《七绝.入京》 。

如果能用一首诗来刻画中国人民心中最为推崇的清官形象，于谦的这首《七绝.入京》无出其右。中国经历了两千多年的封建帝制，用了不到50年的时间从封建国家过渡到民主国家。可以说，中国人的传统思想已经深深植根于国家的灵魂之中，一些为我们所认为理所当然，为西方难以理解的民族情怀延续至今，在现代政治、经济、文化中对我们有潜移默化的影响。中国人的清官情结便是这情怀中的一个代表。一般而言，清官具有两袖清风、为国为民、铁面无私的特点，始终将百姓的利益放在第一位。因此，受到清官庇护的百姓们往往会将清官视为正义的化身，结合清官的生平并进行艺术加工，创造出了如海瑞、包拯等耳熟能详的清官形象，流传于后世。
