Maintaining the steady development of the Sino-U.S. Relations is one of the most important links in the strategic layout of China’s diplomacy. China’s initiative to propose a new type of relations between big powers fully reflects China’s expectation of developing Sino-U.S. Relations. According to the connotation of the new type of big power relations-no conflict, no antagonism, mutual respect and win-win cooperation, China has three main points in developing its relations with the United States: firstly, to strengthen strategic mutual trust, effectively control differences and ensure non-confrontational confrontation; secondly, enhance exchanges at all levels and promote mutual respect between the two countries; thirdly, promote pragmatic cooperation in all fields and continue mutual benefits and win-win results. However, at present, the focus of the U.S. policy should be on strengthening strategic mutual trust and effectively controlling differences.

   From the view of the development of the bilateral relations after the normalization of Sino-U.S. Relations, the win-win cooperation runs through the entire process and constitutes the main driving force for maintaining the ballast and the steady development of bilateral relations. The issue of mutual respect is always accompanied by the development of bilateral relations. The lack of respect for China by the United States has always been an important factor that disturbs the healthy development of bilateral relations. Conflict without confrontation is the issue that has only been highlighted in recent years.

1.2 Research Questions and Aims

   The research aims to mainly explore the two questions: firstly, what is the attitude that America holds towards China based on the description of China in the National Security Strategy report; secondly, what are reasons that contribute to the American treatment to China and the influence that is caused by such treatment. In short, the research tries to reveal the phenomenon about the American attitude towards China, and to analyze the nature of American priority actions to China.
