摘    要：开放共创繁荣，创新引领未来。对外开放带来了外商直接投资，其扩散的技术外溢效应被认为促进了中国技术进步和经济增长，而是否促进了中国技术创新能力仍然观点不一。多数学者从全国省级层面数据讨论这一课题，较少的研究具体某一省份，尤其是浙江省。因而研究具体省份开放与创新的关系在当前具有重大意义。

本文运用2006-2016年的浙江省各个地级市的面板数据，分别从全浙江、浙东北、浙西南三个角度进行实证验证：FDI对浙江省区域技术创新能力的影响。所得到的实证结果揭示了只有浙西南的FDI对区域技术创新能力产生了显著正向的影响，而从全浙江来看FDI存在正向影响但并不显著，甚至在浙东北出现了略微不显著的负向影响，即可能存在某种挤出效应。这说明浙东北已经形成了较为完善的区域技术创新能力；浙西南的区域技术创新能力仍有提升空间。基于上述结论，再结合现状分析，本文对浙江提高区域技术创新能力和更好的利用FDI提出一些政策上的建议。笔者认为开放为创新打造了基础，创新为进一步的开放铺垫了道路。浙江应该把握好创新驱动发展和扩大对外开放的关系，即：以浙江已有的技术为标准，浙东北吸引高于该技术标准的外资，即高质量外资，进一步创新；浙西南有针对的选择利用好外资，完善基建，扩大开放。最后，有针对性地引导浙东北向浙西南的FDI梯度转移，使得浙江整体技术创新能力得到更进一步的提升。

ABSTRACT：Open up to create prosperity, innovation leads the future. Spread from foreign direct investment, technology spillovers is believed that have contributed to China’s technological progress and economic growth.Whether it has promoted China’s technological innovation capability is still pided. Most scholars discuss this topic from provincial-level data across the China, with less research on specific provinces, especially in Zhejiang Province. China has established an innovation-driven development strategy and in today it is significant significance to study the relationship between opening and innovation in specific provinces.

This paper uses the panel data from 2006 to 2016 in Zhejiang Province, and conducts empirical analysis from the perspectives of Zhejiang, respectively of Northeast Zhejiang, and Southwest Zhejiang: the impact of FDI on regional technological innovation capacity in Zhejiang Province. The empirical results obtained show that only FDI in southwestern Zhejiang Province on regional technological innovation capabilities has significant positive impact, and that FDI has a not significant positive influence from the whole Zhejiang, and even appeared slightly insignificant in northeastern Zhejiang. Negative effects, that is, there may be some kind of crowding effect.  This shows that the northeastern Zhejiang Province has already formed a relatively complete regional technological innovation capability; the ability of regional technological innovation in southwestern Zhejiang still has room for improvement.  Based on the above conclusions, combined with the analysis of the status quo, this paper proposes some policy recommendations for Zhejiang to improve regional technological innovation capabilities and better use of FDI. The author believes that opening up has created the basis for innovation, and innovation has paved the way for further opening up. Zhejiang would hold the relationship between innovation-driven develop and   opening to the outside world, that is, taking the existing technology in Zhejiang as the standard, Zhejiang Province the northeast of attracts foreign investment more than the technical standard, namely high-quality foreign investment, and further innovation; the southwestern Zhejiang has targeted choices. Make good use of foreign capital, improve infrastructure, and expand openness. Finally， the pertinently gradual transfer of FDI from the northeast of Zhejiang to the southwest of Zhejiang has enabled Zhejiang's overall technological innovation capability to be further improved.
