[摘  要] 随着中国经济的发展，社会各方面的建设逐步完成并进入了决定性胜利的重要时期。 解决农村脱贫成为了全民族共同进入小康社会的关键。而在农村中的一部分特殊人群（五保户）就成为了中国奔向小康的一块绊脚石。所以解决乡镇五保户问题，提高其生活质量使其生活水平达到小康水平是中国全面决胜小康的关键一步。本次研究主要是以贵州省温水镇罗汉村的五保户为研究对象。目的是以赋能理论、自我效能、行为认知治疗理论为依托，通过走访调查、综合分析当地五保户的生存环境及失能现象和原因，并针对性的提出建议和对策。研究方法主要以访谈和文献法为主，通过查阅近年国内外对于五保户和赋能理论的相关研究文献分析近几年的研究趋势和内容再结合访谈材料综合分析当地五保户的失能问题。成果：通过访谈发现该地区五保户失能的主要表现在于个人日常护理失能和社交失能两大方面。结论：由于年龄过高，受传统观念影响严重、相关机构软硬件不达标以及政府和社区对五保户缺乏连续性的人文关怀，导致当地五保户的非物质需求无法得到满足，保障资源难以高度整合利用，集中供养难以实现，健康赋能急需开展。

A tentative study on The Five Guarantees Targets in the township -- taking WenShui town in XiXhui county of GuiZhou province as an example.

Abstract: This study is mainly based on the study of wubao households in luohan village, wenshui town, guizhou province. Purpose is the fu theory, self-efficacy, based on theory of cognitive behavioral therapy, by visiting investigation and comprehensive analysis of local and infirm phenomenon and the living environment and disability, and corresponding Suggestions and countermeasures are put forward. Research methods are mainly composed of interviews and literature method, by looking at both at home and abroad in recent years for the infirm and assign to theory analysis of the related literatures in recent years, combining the interview materials research trend and content comprehensive analysis of local and infirm disability issues. Results: through the interview, it was found that the main manifestations of wubao household dysfunction in this region were two aspects: personal daily nursing disability and social disability. Conclusion: because of the age is too high, affected by the traditional concept of software and hardware is not up to standard, relevant organizations and the government and community to infirm lack of continuity of humanistic care, lead to local and infirm non-material needs cannot be satisfied, guarantee to highly integrated utilization of resources, concentrated feed is difficult to achieve, fu can need for health.
