摘  要：在人口老龄化和“四二一”家庭结构的社会背景下，我国的养老问题日益突出，养老问题给我国的经济和民生发展带来巨大挑战。随着城镇化的不断推进，我国城市老人的养老态势发生变化，城市老人的养老意愿随着社会发展日渐多样和复杂，城市养老模式新旧并存，城市养老服务体系处在探索发展中。

本文以徐州市梅园社区为例，运用问卷调查和访谈的方法，随机抽取社区70名老人进行养老意愿调查，问卷和访谈均围绕社区老人的养老意愿展开调查与分析，进而从城市老人的养老意愿出发提出完善城市养老服务体系的建议与对策，即发挥政府的主导作用，大力发展社区养老模式，建设多元化的城市养老服务体系。

Research on Urban Elderly’s Willingness to Provide for the Aged and Its Countermeasures-Taking Meiyuan Community in Xuzhou as an Example

Abstract：Under the social background of population aging and the "421" family structure, the problem of pension in China is becoming more and more prominent, and the problem of pension has brought great challenges to the development of our country's economy and the people's livelihood. With the continuous promotion of urbanization, the old-age situation of urban elderly in our country has changed. With the growing persity and complexity of the social development of the elderly, the urban old-age model coexists with the old and the old, and the urban old-age service system is in the exploration and development.

Taking the Xuzhou Meiyuan community as an example, using the method of questionnaire survey and interview, 70 elderly people in the community were randomly selected to investigate the willingness to provide for the aged. The questionnaire and interview were conducted to investigate and analyze the wishes of community elderly. On the basis of the survey and data analysis, the suggestions and Countermeasures to improve the urban old-age service system are put forward from the old people's desire for the aged, that is, to play the leading role of the government, to develop the model of the community for the aged, and to build a persified urban old-age service system.

1、研究背景

我国的人口老龄化呈现出基数大、增速快、高龄化、未富先老的特点，人口老龄化已经相当严重；由于施行计划生育政策，我国的家庭结构逐渐产生变化，核心家庭增多，“四二一”的家庭结构逐渐占据主导地位，这导致整个社会的抚养比上升，家庭养老压力增大、社会养老负担加重、养老市场不规范，养老问题严重；随着城镇化的快速推进，城市养老问题日渐突出，城市老人养老意愿复杂多样，城市养老服务体系不规整，家庭养老、机构养老、社区养老三大城市养老模式都存在着发展困境，城市老人的养老意愿与养老资源的供给之间存在矛盾，这导致了养老资源的浪费和老人幸福感的降低；因此从城市老年人口养老意愿的角度出发探索出适合城市老年人的养老服务模式与体系尤为重要。
