摘要：喀什地区泽普县是对口援疆政策的实施单位之一，至今已有8年多的时间。本文以调查问卷和访谈的形式对基层群众（包括学生）进行调研，搜集和掌握了解泽普县基层群众对对口援疆政策实施效果感受程度的第一手材料，从更具体的层面了解泽普县基层群众对对口援疆政策实施效果的感受程度。

对口援疆政策在泽普县的实施增强和促进了泽普县基层群众对祖国的认同感和归属感，促进了各民族的大团结，带动当地经济的发展和民众生活的改善，取得了良好的成效。通过调研证明，泽普县基层群众认为援疆工作中效果最好的分别是教育、医疗卫生、民族关系、基层群众收入等等，效果有待提升的方面主要是最基层群众对对口援疆政策的感受程度有待提高、人才支援中的人才培养需要加强、政策在实施过程中的长远规划需要进一步明确。提高泽普县援疆政策效果的主要举措是加强中央对地方援疆过程的的监督，注重援疆工作的长远规划的制定及与本地客观实际的有机结合，提高援疆政策的针对性，完善跟政策有关的法律法规。
