摘 要:自2011年以来,甘肃省响应国家号召,大力发展学前教育,出台了诸多政策文件。涉及了教育改革、教育发展规划、政府资金投入、师资队伍建设和园所评估标准等方面,为省学前教育发展提供了强有力的支持,并取得了一定成效。主要有学前教育入园率和普及率大幅度提高;逐渐破解师资力量匮乏难题,学前教育质量得到明显改善;政府在学前教育发展中的责任主体得到了确立。但政策在幼儿园的实际应用过程中也存在着弊端。主要有师资队伍的结构和能力素养需要进一步优化;城乡、区域和园所之间的发展不平衡继续存在;示范园的引领带动作用尚未明显体现。为了解政策实施过程中的利弊,顺应幼儿园的实际发展需要,本文以会宁县幼儿园为例,深入调查分析幼儿园在省政策指导下的发展情况,为促进甘肃省学前教育发展提出了几点建议。一是加强政府监管力度和职责,切实保障政策的广泛实施;二是强化质量体系建设,提高幼儿园教师专业水平;三是加强示范园的引领作用,形成园区互促发展的新格局。
ABSTRACT:Since 2011, Gansu province, in response to the national call, vigorously develop preschool education, issued a number of policy documents.It has provided strong support for the development of preschool education in the province, and has achieved certain results in the aspects of educational reform, educational development planning, government investment, teachers' construction and the evaluation criteria of the garden and so on.The main problems include the increase of preschool education enrollment rate and popularization rate; the gradual solution to the problem of lack of teachers; the obvious improvement of preschool education quality; the establishment of the main responsibility of the government in the development of preschool education.But the policy also has the malpractice in the actual application process of the kindergarten.The main structure and ability of teachers need to be further optimized; the development imbalance between urban and rural, regional and garden continue to exist; the leading role of the demonstration park has not been clearly reflected.In order to understand the advantages and disadvantages in the process of policy implementation and to meet the actual development needs of kindergartens, this paper takes Huining County Kindergarten as an example and makes a thorough investigation and analysis of the development of kindergartens under the guidance of provincial policies.In order to promote the development of preschool education in Gansu Province, some suggestions are put forward.The first is to strengthen the government supervision and responsibility to ensure the wide implementation of the policy; the second is to strengthen the construction of quality system to improve the professional level of kindergarten teachers; third, to strengthen the leading role of the demonstration park to form a new pattern of mutual promotion of the park.
