摘要：城市化与生态环境是一对相互作用的耦合函数，城镇化是发展该地区的社会生产力推动科技发展和调整产业结构，这使得城镇人口数量、规模、质量持续提高。生态环境也是城市化研究的一个重要方面。本文基于城市化与生态环境水平综合评价指标体系，采用耦合协调度模型，对2010-2016年上海城镇化和生态环境系统耦合协调性进行探讨，研究结果表明：上海城镇化与生态环境耦合度和协调发展度呈现波动上升态势，总体上向着良性协调方向发展，根据协调发展等级划分，2010-2016上海城镇化和生态环境协调发展水平都处于中度协调发展阶段；制约协调发展的主要因素是城镇化发展超前，而生态环境滞后。通过问卷调查了解生态环境发展现状，掌握目前城镇化建设给生态环境带来的影响和存在的问题。总结出当地政府在管理治理城镇化问题的时候所采取的对策和政策，以促进城镇化与生态环境耦合协调发展。

Research on the Coupling and Coordination Development of Urbanization and Ecological Environment in Shanghai

Abstract: Urbanization refers to the development of social productivity in a region, the advancement of science and technology, and the adjustment of industrial structure, which has led to a continuous increase in the number, size and quality of urban population. Urbanization and ecological environment are a pair of interaction coupling functions. The relationship between the two is an important proposition of urbanization research. This paper constructs a comprehensive evaluation index system of urbanization and eco-environmental level, and uses a coupling coordination model to discuss the coupling of urbanization and eco-environmental systems in Shanghai during 2010-2016. The results show that: Shanghai urbanization and eco-environment coupling The development of coordinated development shows a trend of rising and rising. In general, it develops in the direction of benign coordination. According to the level of coordinated development, the coordinated development level of urbanization and ecological environment in Shanghai is in a moderately coordinated development stage from 2010 to 2016;The main factor constraining coordinated development is the advancement of urbanization and the lagging ecological environment. Through the questionnaire survey to understand the current status of the development of the ecological environment, to grasp the current impact of urbanization on the ecological environment and existing problems. Summarize the measures and policies taken by the local government when managing the series of urbanization problems to promote the coupling and development of urbanization and ecological environment.

近几年来, 中国城镇化快速发展，由1978年的14.81％已经提高到2017年的58.52％了。上海作为中国的重要区域经济体，上海人民的经济，社会发展和生活水平有所提高。上海，尤为重要，在我国整体经济和各区域经济发展中发挥了东西方交互的协调合作发展的作用。为全国社会的全面发展做出实质性贡献是作为上海主要的“十三五”规划之一，替上海未来的长远发展打下更加夯实的基础。
