摘要：十九大的召开标志着我国迈入新时代，社会发展更进一步，民生保障问题持续收到来自社会各界的关注和聚焦。大学生在社会进步的过程中扮演着关键角色，是重要的社会群体，而大学生医疗保险制度是对这一群体的重要保障。我国大学生医保制度自创始至今已有几十年，期间一直不断地发展和完善，但是依然存有一定的问题。本文探究的是上海市当前的大学生医保存有的问题，并以上海应用技术大学为例，发放了九十八份问卷进行实证调查，其中有效问卷为九十六份。利用excel软件整理、分析所得调查数据之后，发现上海市当前施行的大学生医保存在以下缺漏：一是有八到九成的学生对各类医保的了解比较片面，不熟知政策；二是校医院的整体综合水平较低；三是报销费用的流程不够简洁便捷。本文对此三个问题提出了几条解决思路，一是要加强各类医疗保险的政策宣传，二是提升校医院的服务水平，三是设立弹性报销制度，简化费用报销的流程。

Research on the medical Insurance for college students in Shanghai

--a case study of Shanghai Institute of Technology

Abstract: The opening of the 19th century marks the beginning of a new era in our country. The social development is further developed. The issue of people's livelihood continues receiving attention and focus from all walks of life. College students as an important group play a key role in the process of social progress, and the medical insurance system for college students is an important guarantee for this group. The medical insurance system has been developing and improving for several decades, but there are still some problems. This article explores current problems of medical insurance for college students in Shanghai. We handed out ninety-eight questionnaires to the students of Shanghai Institute of Technology, and got ninety-six valid questionnaires. By using excel software to sort the data already got, three main problems of current college students’ medical system were found. Firstly, most college students lack comprehensive understanding of the policies. Secondly, the overall comprehensive level of the school hospital is low. Thirdly, the process of reimbursement expense is not simple and convenient. This paper presented several solution of three above problems. One is to strengthen all kinds of medical insurance policy propaganda. In addition, it is critical to raise the level of service of the university hospital. The third solution is to set up the elastic reimbursement system and simplify the process of reimbursement.
